It can be switched back on, but only produces one enemy every couple minutes, so you'll need to bring that many of the drinks and sit there for a while.
I've never had any trouble getting to the DLC locations, but here's a fix if you want to use it. Go to Documents/My Games/Fallout 4/Fallout4.ini and under [General] add bBorderRegionsEnabled=0. That will allow you to go beyond the end of the map area. yo thank you so much man helped me a lot. #6.
